Found this sign in the subway station. I think it’s a pretty good summary of the Chinese government’s philosophy about a good citizen’s duties.

Honestly I don’t know but it does seem like a rather brutal photo to include on a PSA. And I’m pretty sure this exactly the kind if empty talk their warning us about (just kidding)
